MANILA — Nagsalita noong Miyerkules si Bise Presidente Sara Duterte tungkol sa pangangailangan ng kumpidensyal na pondo at papel nito sa pagtiyak ng seguridad at pag-unlad ng bansa.
Sa kanyang talumpati sa 122nd Police Service Anniversary ng Police Regional Office 13 sa Butuan City, binigyang-katwiran ni Duterte, na siya ring Education Secretary ng bansa, kung bakit mahalaga ang confidential funds.
“I stand before you to shed light on the crucial role of confidential funds in ensuring the security and development of our beloved nation. In the pursuit of progress, it is imperative that we prioritize the well-being of our citizens and safeguard the peace and order that underpins our society. Let us remember that security and development do not come with a price tag; they are the very essence of a thriving nation,”aniya.
“Peace and order, along with education, must be protected at all costs. They are the cornerstones upon which a prosperous society is built,”dagdag ni Duterte.
Binigyang-diin din ni Duterte kung paano makatutulong ang mga kumpidensyal na pondo na matiyak ang seguridad ng bansa sa pamamagitan ng pagbibigay ng karagdagang mga mapagkukunan na makakatulong sa pamahalaan na tugunan ang mga isyu sa seguridad nang mabilis at tiyak.
“Confidential funds play a vital role in maintaining security by providing the necessary resources to address unforeseen challenges swiftly and decisively. Whether it is combating terrorism, tackling organized crime, or safeguarding the integrity of our nation, these funds enable our law enforcement agencies and intelligence bodies to protect our citizens effectively. They allow us to respond promptly to security threats, ensuring the safety of our people and the stability of our nation,”paliwanag niya.
Para kay Duterte, hindi rin mahalaga kung gaano katagal bago magastos ang confidential funds basta’t mananatiling ligtas ang mga tao.
“The allocation of confidential funds should not be constrained by time. It matters not whether it takes one day or one year of spending; what truly matters is the safety and security of our people. We cannot cap the importance of protecting our citizens based on arbitrary timeframes. We must remain committed to providing the necessary resources for our security forces to fulfill their duties and protect our nation,”aniya.
Sinabi rin niya na ang mga umaatake sa “mga pondong inilalaan para sa kapayapaan at kaayusan” ay may “mga mapanlinlang na motibasyon.”
“Such actions go against the protection and well-being of our citizenry. Those who seek to compromise the security and development of our nation jeopardize the very fabric of our society and hinder our progress. We must remain vigilant and steadfast in our commitment to safeguarding our people and our nation,”ani ni Duterte.
“Makinig kayo sa lahat ng sinasabi sa palibot ninyo at tandaan ninyo, kung sino man kumokontra sa confidential funds ay kumokontra sa kapayapaan. Kung sino ang kumokontra sa kapayaan ay kalaban ng bayan,”dagdag niya.
Ang OVP at DepEd, na parehong pinamumunuan ni Vice President Sara Duterte, ay humihiling ng pinagsamang P650 milyon na confidential funds para sa 2024.
Ang OVP ay naging paksa ng matinding interpelasyon sa Kamara sa P125 milyon na confidential fund nito noong 2022, na inilabas sa ahensya noong Disyembre 2022.
Napansin ng Commission on Audit na ginastos ng OVP ang pera sa loob ng 11 araw.
Wala pang pahayag si Duterte sa confidential fund allocation sa panahon ng kanyang termino bilang Davao City mayor ngunit dati nang sinabi na mabubuhay ang OVP at DepEd nang walang confidential funds.
Dati rin niyang ibinasura ang mga tanong sa kumpidensyal na pondo ng kanyang mga opisina bilang mga kasinungalingan at pag-atake mula sa “isang gang ng mga indibidwal na matagumpay na nakabisado ang sining ng paggawa ng mga kasinungalingan.”
Ang mga talakayan tungkol sa mga kumpidensyal na pondo at kung paano ang mga ito ay na-audit ay nagbunsod sa mga pinuno ng Kamara na mangako na aalisin ang mga kumpidensyal na pondo mula sa ilang ahensya.
